The GICHD provides substantive input and advice to contribute to evidence-based and informed discussions and decision-making in multilateral processes on conventional weapons and ammunition.

ACHIEVEMENTS Regarding explosive weapons in populated areas (EWIPA), the GICHD helped outline the impact of specific and commonly used explosive weapons systems through a publication entitled Explosive Weapons Effects (2017), presentations in multilateral fora and joint activities with the ICRC. This, in turn, has fed into an international process launched by Ireland in 2020 aiming to negotiate a political declaration on the protection of civilians in urban warfare. The Centre has attended the negotiations as an observer and will continue to do so in the course of 2021. The GICHD has also been providing direct support to the work of the Group of Government Experts (GGE) established with UN resolution 72/55 to examine problems arising from the accumulation of conventional ammunition stockpiles in surplus, which has gained increasing international attention due to their humanitarian implications. To this end, AMAT delivered technical presentations and the GICHD serves as advisor to the GGE Chair. In this capacity, the Centre has been offering legal
and policy input that will ultimately feed into the final recommendations of the GGE and into the broader delineation of a possible normative framework on the issue. LESSONS LEARNT T The GICHD’s input is perceived as evidence- based and impartial, however it heavily depends on circumstances beyond the Centre’s control in terms of its potential impact (e.g. planning of international meetings, political issues affecting the outcomes of processes).
