GICHD 2020 Performance Report

GLOBAL FRAMEWORK

IMMEDIATE OUTCOME 11 The reduction of risks from explosive ordnance contributes to humanitarian action and sustainable development

To enhance its relevance, efficiency, and sustainability, mine action should be understood and operationalised as a contribution to, and part of, broader agendas. The GICHD develops stronger collaborations between the mine action, peace and security, and development sectors to this effect.

ACHIEVEMENTS The 2030 Agenda provides a globally agreed and comprehensive framework of reference, allowing for the assessment of whether a mine action intervention contributes to broader humanitarian, development, and peace efforts. In recent years, the GICHD and UNDP have analysed the role of mine action as a catalyst for the achievement of the Sustainable Development Goals, such as those related to poverty reduction, food security, education, health, and gender equality. Identifying the precise impact of mine action across the SDG spectrum enables increased policy coherence and helps integrate mine action into broader national efforts to meet humanitarian, development, and peace-building efforts. The GICHD continues its efforts to mainstream the SDGs within mine action programmes at global and country levels. Following the release of the GICHD’s case study on The Socio-Economic Impact of Anti-Vehicle Mines in Angola (2019), the Centre observed a spike in requests for support by NMAAs and other partners (UNDP, CEOBS /NPA, GCSP, SIPRI) in better linking mine action and

development. In 2020, the GICHD’s support to Bosnia and Herzegovina resulted—for the first time—in the inclusion of mine action achievements in the country’s national reports on SDG implementation, illustrating the direct contribution of mine action in achieving sustainable development. The same type of support was provided to Lao PDR and Jordan. According to the Centre’s experience, mine action technologies and tools can benefit other sectors, as exemplified by the roll-out of the Enterprise Geographic Information System (EGIS) supporting the mandate of the OSCE SMM in Ukraine. LESSONS LEARNT T A lack of knowledge about the SDGs and the need to incorporate them within mine action programmes have been identified. To respond to this gap in a holistic manner, the GICHD is developing a new training course package. T There is still demand for advocacy for gender equality and inclusion at the policy level.
