COUNTRY-BASED APPROACH: AFGHANISTAN
Management (immediate outcome 3), Land Release training development and delivery (immediate outcome 4) and Gender and Diversity capacity development and EORE (immediate outcome 6). All activities were planned and sequenced appropriately to ensure they dovetail and complement one another to best support the capacity development in Afghanistan. This approach has provided a solid platform to continue our comprehensive engagement with Afghanistan for the foreseeable future. The GICHD will build on this approach in 2021 and look to replicate it in other countries such as Iraq and Ukraine.
Throughout 2020, the GICHD has continued to strengthen its country-based approaches in line with its strategy. This was done by coordinating the work of the divisions more systematically. Specifically, emphasis was given to the work on countries where the Centre has conducted a baseline needs assessment and supported the development of the national strategy. Afghanistan is one example. Almost forty years of conflict have left Afghanistan with a deadly legacy of landmines and other explosives, making the country one of the most contaminated countries in the world. Tens of thousands of people have been killed or injured by landmines. Afghanistan continues to have one of the highest explosive ordnance accident rates in the world. The GICHD works with many partners in Afghanistan, but most notably the majority of its work is in support of the Afghanistan Government Directorate of Mine Action Coordination (DMAC). The GICHD baseline needs assessment conducted in 2019 was developed with DMAC and all mine action stakeholders. This assessment has served as a planning tool for our activities in 2020 and will continue to inform our planning for Afghanistan for the duration of our strategy period. In 2020, the GICHD extended support to Afghanistan with the development of the new strategy. This work is continuing in 2021. This in turn serviced various immediate outcomes such as Strategic Planning (immediate outcome 1), NMAS and Quality Management (immediate outcome 2), Information
