CAPABILITY DEVELOPMENT OF THE DIRECTORATE OF MINE ACTION (DMA) IN IRAQ
ADAPTATIONS The aim of implementing a results-based management (RBM) system at the GICHD is to maximise the Centre’s achievements by continuously learning from both its successes and challenges, with the objective of adapting and overcoming them respectively. Learning from this experience, the GICHD has taken measures to strengthen future project design, including developing a stronger methodology around context analysis.
the implementation of this project aimed to increase the understanding of the challenges faced by the DMA and equip staff with increased skills and confidence. In 2020, the planned activities and outcomes under this project were not realised due to challenges relating to insufficient buy-in from DMA and a lack of legal frameworks in place to support implementation. Also, Iraq currently does not have a national mine action strategy, which further delayed the process.
Engaging in the clearance of varied and complex types of IEDs in the urban environment requires years of training and practice. In most cases, the experience of dealing with complex devices was not found within mine action organisations or within NMAAs who normally deal with more conventional types of ordnance. The GICHD is seen as a well-qualified, neutral party, to advise and support Iraq (DMA) on developing standards and other technical documentation, and further provide training on threat assessment, IEDD and building clearance.
