EXPLOSIVE ORDNANCE RISK EDUCATION (EORE)
ADAPTATIONS Despite the COVID-19 pandemic, the GICHD was able to remotely deliver 80% of activities planned for 2020 under this project in full or in part. The GICHD rapidly mobilised its resources to respond to new needs created by the pandemic by providing direct advice and / or participating in global and regional webinars (Colombia, South-East Asia) on EORE and COVID-19, incorporating guidance on EORE and COVID-19 in the Review of New Technologies and Methodologies for EORE in Challenging Contexts, and supporting the creation of a dedicated resource library on EORE and COVID-19 for practitioners (translated into Spanish).
survey, 13 partners (one NMAA and 12 EORE operators) have adopted good practice recommended in the GICHD’s Review of New Technologies and Methodologies for EORE in Challenging Contexts. Other results achieved included the GICHD’s contribution to the EORE section of the 2nd edition of the Standardising Beneficiary Definitions publication and support to the revision of IMAS 12.10. The GICHD’s support to the EORE AG, for which it serves as both core member and secretariat, further contributed to the above outcomes. Finally, the GICHD capitalised on opportunities to strengthen synergies with other GICHD divisions (strategic planning, IMAS development and outreach, information management, and regional cooperation programmes) by providing technical EORE advice to regional and national partners in Afghanistan, Colombia, Iraq, South- East Asia and Ukraine.
The GICHD is committed to reducing risks to people and communities from explosive ordnance. EORE is key to this. In 2020, the GICHD continued its efforts in raising the global profile of risk education through advocacy with key stakeholders and providing targeted support to States Parties of the APMBC and CCM, and machineries of disarmament conventions. At least four global policies, strategies, plans or agendas were produced or adapted in 2020 to include risk education. An EORE stakeholder survey carried out by the EORE Advisory Group (AG) shows that 84% of respondents observe that the profile of EORE has been strengthened globally. Towards identifying ways of improving the effectiveness, efficiency, integration, and relevance of EORE, the GICHD developed new resources to fill gaps and share examples of good practice and innovation.
