AMMUNITION MANAGEMENT ADVISORY TEAM (AMAT)

Finally, in 2020 AMAT secured grants from new donors and commenced four new projects for the benefit of states and the UN SaferGuard Programme. ADAPTATIONS Due to COVID-19 restrictions, AMAT’s planned activities were cancelled, postponed or adapted to be held online. The 2nd OAS Regional Seminar on Physical Security and Stockpile Management (PSSM) meeting in Jamaica and the Disarmament, Demobilisation and Reintegration (DDR), and Weapons and Ammunition Management (WAM) courses in Ghana were held online, while AMAT’s assessment visit to Peru and two UN SaferGuard validation exercises (Thailand, Peru) were postponed to 2021.

issues in the implementation of the International Ammunition Technical Guidelines (IATG) and have helped in setting the direction for the Moldovan PSSM Action Plan (2020–2024). Several partner organisations reached out to AMAT for assistance in ammunition management. UNODA described AMAT’s work as “consistent and indispensable technical support to UNODA” in reference to the version 3 update of the IATG, for which AMAT took on several leadership tasks in the framework of the SaferGuard Technical Review Board. The global health pandemic also provided the opportunity for AMAT to develop tools and training courses, publications and e-books to increase access to, awareness and application of international good practices in conventional ammunition management.

AMAT, a joint initiative of the GICHD and UNODA, envisions a world where all states manage their ammunition and other explosive materials in line with good practice, contributing to safer communities and more stable states and societies. AMAT works to strengthen states’ capacity to improve the safety, security, and sustainability of ammunition stockpiles, thus contributing to the global reduction of the risk of accidental explosions and illicit diversion. In 2020, AMAT became fully operational and demonstrated the ability to rapidly respond to assistance requests from states. Despite the COVID-19 pandemic, AMAT efficiently carried out assessment missions in Moldova and Mauritania.
