SUBSTANTIVE SUPPORT TO INTERNATIONAL HUMANITARIAN LAW (IHL)

ADAPTATIONS The COVID-19 pandemic challenged the sector to adapt quickly to meet its targets. Thanks to the commitment of the States parties, the ISUs and other partners, most IHL meetings planned for 2020 took place in hybrid or virtual formats (AMPBC and CCM). Nonetheless, reduced meeting time and virtual formats—which were not under the GICHD control—affected some activities (e.g. number of side events).

delivered statements during the 18th Meeting of the States Parties and provided comments—including on gender and diversity and EORE—on Article 5 extension requests presented by Bosnia and Herzegovina, Colombia, and South Sudan. The GICHD successfully organised an online side event on best practice through NMAS, enabling active participation through the provision of guidance and support. During the Amended Protocol II Group of Experts meeting (CCW), the GICHD presented on mine action in urban settings and IEDs and participated in a panel discussion on risk education.

The GICHD supports relevant conventions (APMBC, CCM, CCW) by bringing evidence from the field to the fora in which progress and challenges are addressed. In 2020, the GICHD provided input to the draft review document of the 2nd review conference of the CCM (2RC CCM). At the request of the Swiss Presidency of the CCM, the GICHD also contributed to sections of the Lausanne Action Plan (clearance / risk reduction education). The Centre supported the CCM Article 4 Analysis Group with comments on extension requests and actively participated in the Review Conference through interventions. As for the APMBC, the GICHD
