MULTILATERAL DISCUSSIONS ON CONVENTIONAL WEAPONS AND AMMUNITION

ADAPTATIONS The COVID-19 restrictions affected multilateral discussions and activities on EWIPA, most of which were postponed to 2021. On the other hand, thanks to its flexibility and expertise, the Centre could engage in the work of the conventional ammunition (CA) GGE with a more incisive role than initially foreseen.

the GICHD. The Centre also renewed its MoU with the ICRC on EWIPA. With resolution 72/55, the UN General Assembly established a Group of Government Experts (GGE) to address problems arising from the accumulation of ammunition stockpiles in surplus. In 2020, the GICHD provided advisory support to the GGE Chair on relevant policy and legal aspects. In particular, the Centre delivered thematic presentations, reviewed the draft report and—on behalf of the Chair—drafted a paper on the legal frameworks currently regulating conventional ammunition, available in all UN official languages.

Recently, the international community has increasingly focused on the risks posed by the use of explosive weapons in populated areas (EWIPA) and by poorly managed conventional ammunition stockpiles. The GICHD has contributed to multilateral discussions on both issues by providing technical, legal, and policy input. In 2020, the GICHD attended the Irish-led consultations to negotiate a political declaration on the protection of civilians in urban warfare.
