Systems for the safe and secure management of ammunition (SSMA) need to be implemented and maintained to prevent and address the risk of unplanned explosions and illicit diversion linked to ageing, unstable and surplus ammunition stockpiles. ACHIEVEMENTS In 2022, the GICHD responded to a request for technical support from The Halo Trust and UNIDIR for the conduct of baseline assessments on weapons and ammunition management in El Salvador and Guatemala. The GICHD also continued providing strategic guidance to the Ministry of Defence and the armed forces of Moldova, to strengthen the country’s National Army Action Plan, and delivered training courses on the IATG and conducted assessments in Peru, in collaboration with the country’s Ministry of Defence and armed forces and the Spanish Verification Unit. A substantial part of GICHD activities in 2022 involved developing tools and playing a key role in multilateral processes. Brazil, Ghana, Jamaica, Singapore and Switzerland requested the GICHD to design and deliver two ‘Geneva informal dialogues’ on international cooperation and assistance and to draft working papers
for the second substantive session of the OEWG on Conventional Ammunition of the UN General Assembly. During the session, in 2022, several States endorsed the concept of the informal dialogues in bringing together States, international organisations and civil society. The representative of Japan, for example, said that his country ‘welcomed the informal dialogue […] where various stakeholders exchanged views on international cooperation and assistance for improving ammunition management’. Work also continued on the development of methods, concepts, training courses and publications for the global dissemination and implementation of the IATG and the improvement of through-life ammunition management practices worldwide. LESSONS LEARNT T The provision of assistance to States / partners requires time and resources. The GICHD therefore continued collaborating with dedicated consultants to ensure that it remained responsive to stakeholder needs. T The GICHD’s convening-power and its partnerships made it possible to provide tailored and timely assistance to States and other partners in a collaborative manner.
