International normative and policy processes are informed by evidence

The GICHD provides substantive input and advice to contribute to evidence-based and informed discussions and decision-making in multilateral processes on conventional weapons and ammunition. ACHIEVEMENTS In 2022, the GICHD supported the work of the OEWG on Conventional Ammunition, mandated by the UN General Assembly to develop a set of political commitments as a new global framework to address gaps in through- life ammunition management. During its first two substantive sessions held in the United States and in Switzerland, the GICHD supported the Group’s work in both formal and informal meetings, through the provision of policy and legal advice to the Chair including the delivery of an expert briefing on existing global, regional and subregional processes. The GICHD also delivered statements during plenary sessions and organised a side event on through-life ammunition management. The Centre also hosted side events at the Eighth Biennial Meeting of States of the UN Programme of Action on Small Arms and Light Weapons

(on the EU AAMVS project, in cooperation with the Organization of American States) and the Eighth Conference of States Parties to the ATT (on physical security and stockpile management assistance and post- shipment controls, in cooperation with MAG and the Stockholm International Peace Research Institute). At the 25 th NDM-UN meeting, the GICHD led a plenary session, two side events, and participated as a panellist in plenary sessions or side events organised by partner organisations (on EORE and mine action impacts). Finally, the GICHD attended the last round of consultations on the Political Declaration on Strengthening the Protection of Civilians from the Humanitarian Consequences arising from the use of Explosive Weapons in Populated Areas and the conference for its formal adoption in Ireland. LESSONS LEARNT T The GICHD works to provide technical input rather than advocating specific outcomes. As such, it contributes to discussions with substantive and evidence-based input that may influence stakeholders, but does not fully control the outcome of any given process. T This technical approach is highly appreciated and sets the GICHD apart from most civil society organisations.
